Where are the best places to retire in the philippines ?Factors include safety,low cost of living,low cost rentals,internet services where I can use SKYPE so I can talk to my family in the USA for free,low crime rate,good weather not too hot and humid,ect?

That would be Davao City. It has the safest and most peaceful environment.It's clean and green everywhere with very hospitable natives. By the way, the cost of living is not expensive and the water is very safe and pure, in fact, their water is the 2nd best water in the whole world. Davao City is the fruit basket of the Philippines.
